Starting a cold storage business in India
How a store earns, what decides its cost, the subsidy and the licence, and what the plan has to prove before a bank or a department will back it.
The short answer
- India has 8,653 cold storages holding 394.2 lakh MT (government figures, November 2023). Most of it stores potato, and most of it is in Uttar Pradesh and West Bengal.
- A store earns by renting space, usually for a season. Whether it pays is decided by occupancy, power and interest, not by the building.
- Capital subsidy is 35% of the eligible cost (50% in special areas), under MIDH up to 5,000 MT or NHB from 5,001 to 20,000 MT, released after the store is built and inspected.
- In Uttar Pradesh a cold store needs a licence under the 1976 Act before it can operate.
How a cold storage earns
A cold store sells time at a temperature. In the potato belt, farmers and traders bring the crop at harvest in February and March and take it out over the following months, and the store charges for the space, usually per bag or per quintal for the season. Some stores also lend against the stored crop, or trade on their own account.
We do not publish storage rates: they are set store by store, they move every season, and in Uttar Pradesh the state can cap the maximum. What a plan needs is not today's rate but a defensible assumption about how full the store will be and for how long.
What decides the project cost
Four parts move independently: land and site work, the civil structure, insulation and doors, and the refrigeration plant. Chamber count matters more than capacity, and the holding temperature decides the insulation. Only current quotations against your own specification give a real figure; the full breakdown is in what it costs to build a 5,000 MT cold store, and the land question in how much land a cold store needs.
The subsidy, worked out
The government pays a share of an eligible cost that is capped by a norm per MT. Enter your capacity to see the ceiling. The rules, the order of steps and the documents are in cold storage subsidy in India.

- Scheme
- MIDH, through your state horticulture mission
- Cost norm
- ₹9,600 per MT
- Highest eligible cost
- ₹4.8 crore
- Subsidy ceiling at 35%
- ₹1.68 crore
A ceiling, not a promise: the eligible cost is the lower of this figure and what you actually spend, and the subsidy is paid after inspection, through your bank. Norms from the MIDH Operational Guidelines dated 31.12.2024; confirm the current figure with NHB or your state mission before it goes into a project report.
The licence
In Uttar Pradesh no one may run a cold storage business without a licence under the UP Regulation of Cold Storages Act, 1976, from the Director of Horticulture and Fruit Utilization. The Act also requires the stored produce to be insured, a receipt for every depositor, prescribed accounts, and the capacity shown at the entrance. Other states set their own rules.
What the business plan must prove
- The crop and the catchment: how much of it is grown within reach, and who stores it today.
- Capacity and chamber split, holding temperature, and bag, bulk or box. See bag, bulk or box.
- Land with a title or a registered lease of at least 10 years, which the subsidy requires.
- Power: the connected load, and a genset for the outages that will come.
- A project cost from three current quotations, not from a neighbour's figure.
- Financing that treats the subsidy as reimbursement, arriving after completion.
- An occupancy assumption season by season, and working capital for the first season.
Before you build, look at who is already there
The quickest test of a catchment is the stores already in it. Browse the UP cold storage list, district by district, or see cold storage capacity in India, state by state.
Common questions
- Is cold storage a good business in India?
- It can be, where there is a crop to store and a reason to hold it: most Indian capacity sits in the potato belt of Uttar Pradesh and West Bengal for exactly that reason. A store earns by renting space for a season, so the questions that decide it are how full it will be, for how long, and what power and interest cost while it waits. Answer those for your own catchment before anything else.
- How much does it cost to start a cold storage business?
- It depends on capacity, chamber count, holding temperature and site, and only current quotations against your own specification will tell you. For the subsidy, the government works from a norm: under MIDH, ₹9,600 per MT for a civil-construction store and ₹12,000 per MT with a pre-engineered building (guidelines dated 31.12.2024). That is the ceiling the subsidy is calculated on, not a quotation.
- How much subsidy can a cold storage get?
- 35% of the eligible cost in general areas and 50% in the North-East, Himalayan states and scheduled areas, under MIDH (up to 5,000 MT) or NHB (5,001 to 20,000 MT). A 5,000 MT civil store under MIDH can get up to ₹1.68 crore. The Agriculture Infrastructure Fund adds 3% interest subvention on loans up to ₹2 crore.
- Do I need a licence to run a cold storage?
- In Uttar Pradesh, yes: the UP Regulation of Cold Storages Act, 1976 requires a licence from the Director of Horticulture and Fruit Utilization before a store may operate. Other states have their own rules; ask the state horticulture department.
- What should a cold storage business plan contain?
- The crop and catchment, capacity and chamber split, holding temperature, storage type (bag, bulk or box), land and power, a project cost from current quotations, the financing with the subsidy treated as reimbursement, a season-by-season occupancy assumption, and working capital for the first season.
