Cold storage subsidy in India: what actually gets sanctioned
The schemes are real and the money is real. The gap is between what is announced and what a file has to contain.
The short answer
- Announced subsidy rates are ceilings, not entitlements. What is sanctioned depends on the cost the department appraises, not the cost you paid.
- Most first-time files fail on sequence rather than substance — work started before sanction, or a component bought before inspection.
- Subsidy is normally released against an appraised project, through a lending bank, after inspection. Budget for the money arriving late.
- Verify the current rate and the open window with the department before any figure goes into a project report. Scheme terms have changed more than once.
01Why the announced number is not the number
Subsidy is the single most searched cold storage topic in India, and the most misunderstood. The percentage in a press release is a ceiling applied to an appraised project cost, and the appraised cost is rarely what you actually spent.
Two projects of identical capacity in the same district can be appraised differently, because the appraisal follows a schedule of rates rather than your invoices.
02Where files actually fail
- Work started before sanction. Most schemes will not assist a component already built, and a photograph with a date settles it.
- A specification that does not match the appraisal — panels thinner than quoted, capacity smaller than claimed.
- Capacity measured differently by the applicant and the inspector. Agree the basis before you write it down.
- Bank sanction and scheme sanction out of order, so the term loan is disbursed against a project the department has not yet appraised.
- Land title or lease documentation that does not run for the period the scheme requires.
03The order things have to happen in
Broadly: project report, bank appraisal and in-principle sanction, scheme application, sanction, construction, inspection, then release. The order matters more than the paperwork.
Plan the cash flow on the assumption that the subsidy arrives after the work is done and paid for. Projects that treat subsidy as project finance rather than reimbursement are the ones that stall halfway.
04What to verify before you quote a figure to anybody
We deliberately do not print scheme percentages on this site. They move, and a stale figure inside a project report does more damage than an absent one.
- Which scheme is currently open in your state, and until when.
- The current assistance rate for your category and location, from the department rather than from an article.
- Whether the scheme is credit-linked, and which banks are participating this cycle.
- The capacity definition being used, and whether it is measured in MT or in cubic metres.
